Charter of the Federation of
Karate-do International Shotokai Association (K.I.S.A)
Dated October 14th, 2005 in Trieste. On this day, the Karate-do Shotokai Black Belts met to constitute the Federation of Karate-do International Shotokai Association (K.I.S.A).

Art.2 – This Charter outlines the purpose, scope and management structure.

The Federation
1. It is constituted that the Federation of Karate-do Shotokai takes the name K.I.S.A. Karate-do International Shotokai Association here after in this document referred to as K.I.S.A.
2. K.I.S.A. is a not-for-profit and non-political association.
- study, teach and pass on the techniques and philosophy of Karate-do, the Japanese method of combat, which was conceived by Master Gichin Funakoshi, and followed by Master
Shigeru Egami and then, in Europe, by Master Tetsuji Murakami;
- promote the sport to young people and adults;
- organize national and international meetings , stages and competitions.
4. K.I.S.A. is an unlimited association.
5. K.I.S.A. exercises its powers through Federal Bodies and with the previewed standards from the present Charter and Federal Regulations.
TITLE II
K.I.S.A. Membership
Art.
2 – Membership
1. Members include founding associates, affiliate associations and sport societies and those who join K.I.S.A. K.I.S.A. has an international scope. Membership is open to all nationalities.
2. K.I.S.A. members are bound by, without exception, to the articles of the Charter, Federal
Regulations and the decisions of Federal Bodies.
Art. 3 - Management Structure
1. The Federal Bodies include:
- Federal Assembly
- President
- Federal Council
- Council of Masters "Shihan-Kai"
- Council of Black Belts "Kuro-Obi-Kai"
Art.
4 - Federal Assembly
1. The Federal Assembly deliberates and decides which activities, as listed on the agenda as submitted by the membership, K.I.S.A. will adopt and implement.
2. The Federal Assembly meets annually. The meeting is called by the President. The agenda of items to be discussed is prepared and distributed with adequate advance notice to secure maximum attendance and participation by the membership.
3. The Federal Council, the Council of Masters "Shihan-Kai" and the Council of Black Belts "Kuro-Obi-Kai", on behalf of the members, may call a Special Circumstances Assembly.
4. The members of the Federal Council, the Council of Masters "Shihan-Kai", the Council of Black Belts "Kuro-Obi-Kai", presidents of each associations and societies in addition to all K.I.S.A. members have the right to participate in the Federal Assembly.
Art.5
- The President
1. The President represents K.I.S.A. He or she chairs the Federal Council meetings, convenes the Federal Assembly, signs the acts, collects fees and issues receipts on behalf of K.I.S.A.
Art. 6 - The Federal Council
1. The Federal Council of K.I.S.A. is composed of a minimum of four members from the following appointments:
- President
- Vice-President
- General Secretary
- Federal Councillor
2. The Federal Council is elected by the Federal Assembly with at least 50% +1 of the votes for a four-year term.
3. The Federal Council is responsible for the following:
- To submit the budget;
- To set the agenda for the Federal Assembly as well as the Special Circumstances Assembly, if required;
- The day-to-day operations of K.I.S.A., setting the membership dues, supervising all activities and events, communicating to all members the organization’s calendar of events and decisions made by the Council of Masters “Shihan-Kai”.

1. The Shihan-Kai is comprised of K.I.S.A. members who hold 4th and 5th Degree Black Belts. The Shihan-Kai is supervised by and presided over by the President who selects yearly the instructors. who will direct the various stages based on the technical objectives presented that year.
All members of the Shihan-Kai have the right to vote.
The President of the Shihan-Kai or Technical Advisor is elected for a four year term and must have a 5th Degree Black Belt (the highest degree in the Shotokai school). He or she must be a member of and be elected by the Shihan-Kai.
During the four-year term, the Shihan-Kai has the power, if necessary, to suspend the President and / or Technical Advisor and elect a new one.
2. The Shihan-Kai is responsible for the following tasks:
- To establish, in September, the annual curriculum as well as the national and international technical calendar;
- To organize, plan and research the technical objectives of Karate-do Shotokai;
- To study and learn from other disciplines in order to enrich the practice of Karate-do Shotokai;
- To prepare the examination schedule;
- To protect and share information with the Council of Black Belts “Kuro-Obi-Kai”.
- To prepare future technical instructors of K.I.S.A.

The Shihan-Kai convenes at the two Black Belt stage held during the
International Summer Competition. They may also meet at other times as required.
Art. 8 - Council of Black Belts “Kuro-Obi-Kai” here after referred in this document as
Kuro-Obi-Kai
1. The Kuro-Obi-Kai is comprised of K.I.S.A. members who are accredited Black Belts with Shodan (First Dan) to Sandan (Third Dan) Degrees. Their aim is to exchange opinions and discuss technical problems regarding the practice of Karate-do Shotokai plus examine the internal activities carried out by K.I.S.A. and then report back to the Shihan-Kai.
2. The Kuro-Obi-Kai convenes at the Black Belt Seminars held during the International Summer Competition.
3. The Kuro-Obi-Kai nominates two representatives who act as spokespeople for the Shihan-Kai and chair Kuro-Obi-Kai meetings. Two different representatives can be selected every time the council meets.
TITLE III
Regulations
1. The Federal Council issues specific regulations regarding procedural, technical and administrative standards as well as implementing statutory principles.
2. These regulations cannot be in contrast with the current Charter.
3. Federal Regulations are approved by the Federal Council and the Shihan-Kai. Changes to the Federal Regulations can only be made if the Federal Council and Shihan-Kai are in agreement.
4. Any member of K.I.S.A. can propose changes to the Federal Regulations by presenting them to the Federal Council and Shihan-Kai. The Federal Council and Shihan-Kai will make a final decision whether to accept the changes. The decision is not open to appeal.
Art. 10 – Modifications to the Charter
1. The Charter can only be modified by the Federal Assembly with at least 50% +1 of the total vote.
2.
Proposals to modify the Charter can be made by the Federal Council, the Shihan-Kai
and the Kuro-obi-Kai.
Art. 11 – The Dissolution of K.I.S.A.
1. The dissolution of K.I.S.A. can only be made by a ¾ majority of the Federal Assembly.
2. In the event of dissolution, the Federal Assembly would be responsible for the distribution of any residual K.I.S.A. assets.
Art. 12 –Similar Discipline
These discipline fields shall be managed by the Federal Bodies bound by the same rights and duties as the members of K.I.S.A.
